COAST GUARD ENFORCEMENT STEPS UP DURING PEAK STRIPED BASS FISHING PERIODS

PORTSMOUTH, Va. - The Coast Guard is stepping up enforcement of federal regulations during Atlantic striped bass fishing season.

Federal regulations do not permit striped bass fishing outside waters three nautical miles from land. Striped bass fishing is permitted inside state waters, or within three nautical miles from land, in accordance with state regulations.

The Coast Guard is working with federal and state agencies to ensure fishermen adhere to number and size-limit regulations.

In addition to enforcing fisheries regulations, the Coast Guard is also concerned about the safety of fisherman. Lt. Cmdr. Rich Condit, chief of response at Sector Hampton Roads, states "All mariners are reminded to practice safe boating during this busy striped bass fishing season and be mindful of dangerous weather."

Coast Guard Boating Safety Tips:

Wear your life jacket -

In 2004 approximately seventy percent of all fatal boating accident victims drowned (484 out of 676). Approximately 90 percent of the victims who drowned were not wearing their personal floatation device (PFD or Lifejacket)

Check the Weather -

Weather and water conditions can change from calm to chaotic in a matter of minutes. Boaters should always check up on the weather forecast before venturing out on the water. Check with your local marina to see if any small boat advisories are in effect or anticipated during the times you plan to be on the water.

Boat sober -

Boating under the influence is just as deadly as drinking and driving. The use of alcohol is involved in about a third of all recreational boating fatalities. Boating, fishing and other water sports are fun in their own right. Alcohol can turn a great day on the water into the tragedy of a lifetime.

File a float plan -

Filing a float plan with friends, family and your local marina is a quick and easy safety precaution that can save your life during an emergency. A float plan should include the number of people on the vessel, destination, activity and estimated time of return.

Boating safety courses -

Operator error accounts for 70 percent of all boating accidents.

Many boating safety courses are offered throughout the country, for all types of recreational boaters, and for boaters of all ages. Qualified volunteer organizations, such as the U.S. Coast Guard Auxiliary, U.S. Power Squadron, and others sponsor many courses, and many state boating agencies also provide classes.

Courses cover many aspects of boating safety, from boat handling to reading the weather, and from a "Water 'N Kids" class to courses for boaters who want to learn electronic navigation skills. The most popular basic courses generally have from 6 to 13 lessons to provide a foundation of operational and safety instruction.

Vessel safety checks -

Even if you pay careful attention to safety, dangerous mechanical problems can crop up on the best-maintained boat. That's why the Coast Guard recommends that all recreational boaters (including personal watercraft users) take advantage of the free Vessel Safety Check (VSC) program. VSCs are offered by experienced members of the Coast Guard Auxiliary, one of the nation's premier volunteer boating safety organizations.

A VSC is your best way of learning about problems that might put you in violation of state or federal laws or, worse, create danger for you or your passengers on the water. Go to www.vesselsafetycheck.org and click on "I want a VSC" to find the Vessel Examiner nearest you.
